What does St. Paul mean by “the works of the Law”? (Fr. John Whiteford)

Recently I was asked about a supposed contradiction in the writings of St. Paul. In Romans 2:13 St. Paul says "for not the hearers of the law are just in the sight of God, but the doers of the law will be justified..." However, in Galatians 2:16 he says "knowing that a man is not justified by the works of the law but by faith in Jesus Christ, even we have believed in Christ Jesus, that we might be justified by faith in Christ and not by the works of the law; for by the works of the law no flesh shall be justified."
